Electronic building identity
Preparation and issue of the Electronic Building Identity for a building or an individual property, with every supporting document gathered and checked. Required for any transfer.
The Ηλεκτρονική Ταυτότητα Κτιρίου (ΗΤΚ, Electronic Building Identity) is the digital record of a property’s details and planning history in the electronic register maintained by the Technical Chamber of Greece (ΤΕΕ). It includes the details of the building permit and any revisions to it, the approved drawings, any declarations regularising unauthorised construction where they exist, and the drawings and details that show the existing condition. The filing is made by a competent engineer, who is responsible for the accuracy and completeness of the details submitted.
Work begins with a check of the property’s planning legality, through review of the building permit file and a site inspection. To issue the Certificate of Completeness (Πιστοποιητικό Πληρότητας), the legality of the existing condition must be documented. If unauthorised construction or changes of use come to light, whether they can be brought under the provisions in force is examined and, where that is possible, the regularisation procedure is completed first. In parallel, where required, an Energy Performance Certificate (ΠΕΑ) must be in force.
Once the check is done and any outstanding matters are regularised, the required details are entered in the ΗΤΚ and the Certificate of Completeness of the Building Identity is issued, which is required for drawing up the notarial deed.
The ΗΤΚ may cover a whole building or a self-contained divided property, depending on the case and the subject of the transfer. Preparing it correctly requires collecting, checking and cross-referencing the available details of the property, so that what is recorded matches the actual, planning-checked condition.
What it covers
- Retrieval and review of the building permit file from the competent local building authority.

- Identification of any unauthorised works and deviations, and a check on whether they can be brought under the provisions in force.
- Collection and checking of all required documents before filing.

- Issue of the Certificate of Completeness and its delivery to the client or the notary.

- Any Energy Performance Certificates in force.
